IT’S often said that the future lies with the young, but in the Batangas town of Rosario, 71-year-old Mayor Felipe ‘Mamay Ipe’ Marquez has been proving that senior citizens can teach people a thing or two about dreaming big and making things happen.

A first-term local chief executive and Batangas’s oldest mayor, Marquez has been shaking things up in his town, making the local bureaucracy more professional and enforcing stricter rules regarding taxes, among other things. He has also been trying to rid the town of patronage politics, but when his constituents knock on his bedroom window or suddenly show up at his doorstep, they know that at least he will listen to whatever they have to say.

Marquez himself knows that he cannot give them everything they ask for. But he says he can certainly give them a well-run town, and if everything goes as planned, perhaps a well-run city. During the 2004 campaign, Marquez had promised he would make Rosario into a city. That hasn’t happened yet, but residents there think their town is headed that way now that major businesses and real-estate developers have taken interest in Rosario. And while many townfolk either dug in their heels or complained incessantly when the new mayor began implementing reforms, they eventually realized that they voted for Marquez three years ago precisely because they wanted change.

Marquez reached only fourth grade and can barely understand or speak English. But he has relied not only on the knowledge he gained as a longtime barangay captain and one term as vice mayor to run his town. He had promised his supporters that ethics would be the centerpiece of his administration, and indications are he has made good on that promise.

We hope the story of Rosario and its mayor, the latest in i Report’s series on Faces of Change and Changeless Places, will inspire readers to vote for leaders who will deliver what their constituents need, and not only what they want.

At least 112 dogs were saved Thursday from ending up as a tasty dish of "azucena" after policemen intercepted an alleged delivery run along EDSA in Balintawak, Quezon City.

The police operation came after the Network for Animals-Philippines (NFAP) tipped the Quezon City Police District-Anti-Carnapping Unit (QCPD-ANCAR) of an alleged delivery of 112 dogs to Baguio City from Rosario, Batangas.

NFAP spokesman Mel Alipio said he "actually" saw several people loading the dogs into a passenger jeep with plate number VAY-696 and immediately reported it to the police.

Upon receiving Alipio’s information, Superintendent Alex Sintin instructed his men to set up a monitoring team and intercept the delivery.

After waiting for an hour, at 1:30 a.m. policemen spotted the jeep and arrested the two men inside the vehicle.

They identified the two men as Ramon Manalo, 32, married, and Wilson Asilo, 22, single, both residents of San Roque in Rosario, Batangas. The two suspects could be charged with violating Section 4 of Republic Act 8485 or the Animal Welfare Act.

Investigators said that when they were verifying if they stopped the right vehicle, they heard whimpers coming from inside the jeep and saw 112 live dogs crammed in an improvised bamboo cage.

They turned the dogs over to the Veterinary Inspection Board at the Manila Dog Pound. A certification from the dog pound’s veterinarian indicated that each dog’s snout had been tied with nylon straw, making breathing difficult.

Alipio said the rescued dogs will undergo anti-rabies and distemper vaccination and deworming before being put up for adoption if their condition improves. Karlo Baylosis

Four die in Batangas road crash

Four people died and 11 others were injured when a passenger jeepney collided with a dump truck Thursday afternoon in Rosario, Batangas.

Benjamin Pineda and Sabino Valencia, both residents of Barangay San Marcelino, were among the fatalities. The other two were unidentified as of posting time.

Nine of the wounded, meanwhile, were identified as Emeterio Escala, Benjie Reyes, Janet Marquez, Roberto Marquez, Diosa Abdon, Vilma Sayangkita, Consorcia Locos, Jasper Cuaresma and Hasmin Erika Cuaresma.

They were brought to the Dr. Madiras Hospital, Villa Hospital in Lipa City and Batangas Regional Hospital.

The bodies of the fatalities, meanwhile, were taken to Malaluan Hospital in Rosario.

An initial report said the accident took place on the highway in Barangay Itlugan.

Regional Haven celebrates decade of service
Lucena City (12 May) -- The Regional Haven for Women in Rosario, Batangas celebrated its 10th year anniversary last April 15, 2009 with a simple Thanksgiving Mass and an awarding of Certificate of Appreciation to partners who have continuously support the programs and services of the center for the disadvantaged women.

Eight (8) private individuals and non-government organizations received the said certification from DSWD Field Office IV-A for their contributions in the spiritual development, psycho-social development, education, and medical needs of the residents of the center. The recipient organizations of the certificate are: El Shaddai DWXI-PPFI Vicariate IV of Batangas, Our Lady of holy Rosary Parish Church - Rosario , Batangas, the Wonderful Counselors Ministry International Inc., and the Psychology society of De La Salle Lipa - College of Arts , Science and Education, Rosario Multi-Purpose Cooperative.

The individuals who are given the same certificate are; Mrs Yolanda Jareno, Congressman Mark Llandro Mendoza (2nd District, Batangas) and Mrs Josefina Comia, mobile teacher of Department of Education.

Social Welfare Officer IV Ms. Mylah S. Gatchalian who represented DSWD Field Office IV-A Director Honorita B. Bayudan, thanked the individuals and organizations for their continuous support to rehabilitation services of Regional Haven for the abused women in the CALABARZON Region.

The Regional Haven is a residential facility which provides temporary residential care and rehabilitation services to women ages 18 to 59 years old who are victims of involuntary or forced prostitution, illegal recruitment, physical and sexual abuse and armed conflict.
